No official statewide roster is wired yet. Chicago is reserved for later L2/L3 infrastructure and sighting notes.
Geography honesty
- L1 official roster is statewide only. Texas has no city on the VIN list. A VIN here is not “in Austin.”
- L2 operator service areas and L3 sightings can be city-scoped later, with confidence labels.
- L4 policy notes can also be city-scoped. They never rewrite L1 geography.
